3. Оказание жизненно важной гуманитарной помощи тем, кто в ней больше всего нуждается, и работа над предотвращением гуманитарных кризисов и повышением устойчивости к ним с выделением 3 млрд фунтов стерлингов в течение следующих трех лет. Около 25 % этой суммы уже передано Йемену, Афганистану, Сирии и Украине.
4. Изменение климата, биоразнообразие и глобальное здоровье, на которые Соединенное Королевство планирует потратить 11,6 млрд фунтов стерлингов в 2021-2026 гг.
Стратегия была подготовлена в контексте сокращения расходов Британии на помощь и активизации усилий страны в Африке и Индо-Тихоокеанском регионе, в том числе в ответ на действия Китая в обозначенных регионах. Если в 2021 г. расходы на помощь были на 3 млрд фунтов стерлингов ниже, чем в 2020 г. (14,5 млрд против 11,5 млрд), то в 2023-2024 гг. Британии планирует восстановить прежние показатели, увеличив их с 0,5 до 0,7 % ВНД «при текущих тенденциях» [25].
Заключение
Лондон, как видно, удерживает Африку в поле своего внимания, однако его действия по нагнетанию общей международной напряженности и сосредоточенность вокруг украинских событий явно не идут на пользу укреплению взаимодействия сторон. Для выравнивания пошатнувшихся позиций от Соединенного Королевства в Тропической Африке явно требуется длительная целенаправленная работа без рывков и отвлечений на другие регионы. Новый премьер-министр Р. Сунак, ставший главой правительства 24 сентября 2022 г. после рекордно короткого срока (45 дней) правления Л. Трасс, имеет уже только в силу своего происхождения потенциальную возможность улучшить отношения с Африкой южнее Сахары. Его родители индийского происхождения (пенджабские индусы) долгое время прожили в Восточной Африке: отец Сунака родился и вырос в колониальной Кении, а мать родилась в Танзании (тогда -- Танганьика); они встретились и поженились в Британии. Ряд африканских лидеров приветствовал назначение Риши Сунака в качестве главы британского кабинета. 22-23 ноября 2022 г. состоялся визит президента ЮАР С. Рамафоса в Великобританию по приглашению короля Карла III. Возможно, этот визит открывает новую страницу во взаимоотношениях Соединенного Королевства и Тропической Африки; как будут развиваться события в быстро меняющихся международных реалиях -- покажет время.
