Кашина: «Шамхалова сделал Ливанов» и статье Валерия ЛЕБЕДЕВА «Российские топ-чиновники и дискредитация ими научных званий». Как известно, 5 февраля 2013 года был арестован председатель ВАКа Феликс Шамхалов. Он учился в сельскохозяйственном техникуме, о чем всегда умалчивает. Зато это единственное заведение, которое он закончил. Потом он только «получал» дипломы. В 1994 году получил диплом Московского коммерческого университета (до 1990 г. - Институт советской торговли), а через год, в 1995 г., (в 27 лет) он уже кандидат экономических наук с диссертацией, защищенной в Институте экономики РАН! Затем Шамхалов "окончил" Российскую академию госслужбы по специальности "Государственное и муниципальное управление". И через три года после получения диплома, в феврале 1998 года (в 30 лет) защитил докторскую диссертацию (в Петербургском университете экономики и финансов на тему "Взаимодействие властных и предпринимательских структур: теория и практика"). За такие свежие идеи и научную новизну получил орден «Знак Почета» и госпремию" за выдающиеся работы в области науки и техники". В 31 год (рекорд среди ныне живущих ученых-экономистов) он становится заслуженным деятелем науки РФ. Наконец, в мае 2003-го в свои 35 лет (!) Шамхалов избирается Член-корреспондентом Российской академии наук. Его рекомендуют академики Федоренко и Петраков. Правда, прошел Шамхалов в академики со второго раза. Первый раз ему дорогу «перебежал» нынешний советник В.В. Путина Сергей Глазьев. С февраля 2007 года он уже замглавы Рособрнадзора, с сентября 2007 года -- член ВАК, в 39 лет - её главный ученый секретарь. И, наконец, в 2012 году в возрасте 43 года - становится директором департамента подготовки научных и научнопедагогических работников Минобрнауки и председателем ВАКа, то есть главным арбитром в научных делах. Доктор наук, профессор, членкорреспондент РАН, орденоносец. 14 февраля 2013г. ему было предъявлено обвинение в особо крупном мошенничестве. По версии следствия, бывший глава ВАК, действуя вместе с неустановленными лицами (весьма пикантное признание следствия), похитил 1,5 миллиарда рублей (на тот момент это

Банк выдал деньги строительной компании ООО "Заречье 2", частично принадлежавшей Шамхалову, но жилой комплекс не был построен, а кредит не возвращен. Выходит, хищение и мошенничество. В программе А.Караулова «Момент истины» 21.03.16 года было сказано, что за выдачу кредита был сделан «ОТКАТ» - 5% от суммы кредита, затем, когда стало известно, что кредит не будет возвращен, то дополнительно запросили ещё ОТКАТ но уже 20% от суммы кредита. При этом особо подчеркивается, что по "линии ВАКа" к Шамхалову претензий нет, вся подаваемая информация усиленно уводится от «научных свершений» профессора Шамхалова и от его научных достижений в сторону махинаций с кредитом и то возникающими, то исчезающими элитными комплексами. Насколько известно из СМИ в том числе и из программы А.Караулова «Момент истины» Феликса Шамхалова с 17 февраля 2014 года после всех перечисленных и иных деяний выпустили на свободу из-под домашнего ареста, под подписку о не выезде. Приведём еще один пример: 28 мая 2013 года в МКRU вышла статья Ольги Маранди: «Система образования трещит по швам», где говорится, что Минобрнауки обвинили в «грубых нарушениях» при присуждении ученых степеней. Генпрокуратура уличила Минобрнауки в «грубых нарушениях» при присуждении ученых степеней и званий и выдаче разрешений по созданию диссертационных советов. Как говорится в сообщении на сайте надзорного ведомства, в 2012 г. президиум Высшей аттестационной комиссии незаконно выдал 1323 диплома доктора наук. Министру образования внесено представление. Это после того, как комиссия экспертов завершила проверку докторских и кандидатских диссертаций по истории, защищенных в Московском педагогическом госуниверситете (МГПУ). Выяснилось, что в вузе существовало целое поточное производство фиктивных научных работ. Шамахалов со своей криминально-деловой хваткой сразу же почувствовал золотую жилу. Это не только бешеные деньги. Это реальная власть. От него теперь зависело, каким из чиновников выдать ученые степени. Они все будут повязаны круговой порукой. Никто не пикнет - на всех компромат. Они, кстати, во многом и продвигали своего ученого представителя во власть. Научные степени на 2014 год имели более 60 (из 87) руководителей российских регионов. Защищаться министры, высшие чиновники и губернаторы стали в основном в последние 10 лет. В 60-е годы прошлого столетия был всего один остепененный начальник-чиновник. Их количество выросло в сотни раз! Из 550 высших федеральных чиновников у половины из них, 274 человек, - научные степени. Вот только несколько примеров. Один из министров за два года - скорострельная аспирантура. В 30 лет - уже доктор наук. Причем по физике. Потом молодой доктор физики зачем-то получает диплом Московской государственной юридической академии по специальности "юриспруденция" и тут же становится доктором юридических наук. Другой, еще более молодой министр - быстротечный кандидат, через два года - доктор политологии (ВАК требует 5 лет после кандидатской). Еще пара лет - и он дважды доктор, вторая докторская - по истории. И тут же, всего-то за два года, с 2010 по 2012 год издает 17 книг по истории! Экс-гендиректор "Росагролизинга", затем министр сельского хозяйства одну из трех своих диссертаций озаглавила "Стратегия развития лизинга". Зачем ей три диссертации - тайна.
