Форсайт-исследование перспектив потребления табака и потенциальных подрывных инноваций в данной области выглядит вполне целесообразным. Табачная индустрия оперирует многомиллиардными оборотами в долларовом исчислении, и потребление ее продукции представляет угрозу для жизни миллионов людей. Представляется чрезвычайно важной поддержка подобного исследования неким «честным брокером», который не воспринимался бы пытающимся навязать ту или иную повестку и был бы способен вовлечь в проект специалистов с необходимым опытом. Кто за это возьмется?
Статья подготовлена по итогам предварительного этапа планируемого международного Форсайт-проекта. Средства на его организацию автор получил в конце 2018 -- начале 2019 г. от Фонда за мир без курения (Foundation for a Smoke- Free World, FSFW). Спонсором Фонда выступает табачная компания Philip Morris International. Несмотря на декларируемую независимость и самоорганизацию FSFW, сообщество Tobacco Tactics считает его «подставным агентом» табачной индустрии. Кроме того, некоторые корреспонденты журнала The Lancet недавно заявили: «Сейчас, как никогда, мы должны поддержать убедительные призывы ВОЗ и медицинского сообщества отказаться от сотрудничества с FSFW» [Legg et al., 2019, p. 2478]. При подготовке данного Форсайт-исследования многие потенциальные участники выразили значительную настороженность. Исследование частично профинансировано из средств Программы фундаментальных исследований НИУ ВШЭ, а также за счет субсидии на государственную поддержку ведущих университетов Российской Федерации в целях повышения их конкурентоспособности среди ведущих мировых научно-образовательных центров (Программы 5-100), выделенной НИУ ВШЭ.
