ACTUAL PROBLEMS OF ADMINISTRATIVE PROCEDURES IN BUSINESS

Public administration in the sphere of entrepreneurship implies the development and implementation of organizational and legal mechanisms guaranteeing sustainability, transparency, security, control of such activities, and fulfillment of related obligations by economic entities. When carrying out business activities, a legal entity or an individual entrepreneur is a special subject of administrative and legal regulation. Not to assess the importance and role of administrative procedures in ensuring the implementation of business activities means to create an insurmountable barrier in the implementation of the entire market mechanism in the Russian Federation.
A set of administrative and procedural proceedings, which include a variety of relatively independent administrative procedures, is of particular importance in the current conditions. The classification of administrative procedures is extremely diverse. It is possible to systematize the types of administrative procedures both by their purpose, subjects and participants and by the way problems are solved. These include such procedures as negotiation and conciliation, organizational, functional, control, coordination, democratic (social) and other ones.
However, when applying such classifications we should remember that they often go beyond understanding administrative procedures as an element of positive management activities of the State and include, inter alia, internal procedures, procedures for the adoption of acts of administration, and protection procedures. Taking this into account, we prefer to focus on studying only the classification we have chosen, considering it more accurately reflects the content of administrative procedures.
Administrative procedures have significant specifics concerning administrative liability procedures, monitoring and supervision procedures. This specificity must necessarily be taken into account both in theoretical developments and in the practical application of the knowledge, especially in the implementation of the concept of a single administrative process.
