The author substantiates the topicality of the article by the fact that poverty remains one of the major social problems in modern Russia, reveals the features of national and international poverty lines creation, pays special attention to determining the proportion of poor people in Russia based on the use of different methodological approaches developed by domestic and foreign experts, and comes to the conclusion that a large number of the Russians have a low level of well-being at the present time.
