- рейтинг предполагает сбалансированность оценки развития цифровой трансформации в региональном и отраслевом разрезах.

При построении Рейтинга учитывается, что набор показателей и индикаторов цифрового развития регионов отражает интересы и вовлеченность всех основных субъектов процесса цифровизации субъектов Российской Федерации, в том числе аспекты вовлеченности представителей бизнес-сообщества и граждан Российской Федерации, лежащих вне сферы нормативного регулирования. При этом формирование и отбор показателей происходит не только с учетом государственных требований, предъявляемых к процессу цифровой трансформации, установленных в основных нормативных (нормативных правовых) актах, регулирующих процессы цифровизации в Российской Федерации, но и на основании анализа требований и ожиданий со стороны представителей бизнес-сообщества и граждан Российской Федерации.

Предложенный индекс позволяет проводить несколько направлений анализа, таких как сравнительный анализ между регионами, индивидуальный анализ по выделенным индекс-компонентам, который полезен для разработки политики в области цифровизации региона, а также анализ влияния цифровизации в отраслевом разрезе и по целевым группам.

Ограничением предлагаемого индекса в настоящее время является сопоставимость с предыдущими годами, поскольку многие показатели стали рассчитываться в российской статистике с внедрением Национальной программы «Цифровая экономика».
