Таким образом, институт омбудсмена уверенно вошел в правовую систему Российской Федерации. Создание специализированных уполномоченных по защите прав отдельных категорий граждан говорит о доверии населения к омбудсменам как особому виду независимого правозащитного института. Однако общий уровень защищенности прав граждан в Российской Федерации вызывает сомнения. Эффективным решением данного вопроса может стать консолидированная работа Уполномоченного по правам человека и специализированных уполномоченных.
