The author considers the question of the legal nature of the agreement on built-up area development, conducts the analysis of this agreement essential terms, substantiates its civil-legal nature, reveals the administrative prerequisites of the agreement on built-up area development, and proves that the burdened nature of this agreement implementation does not allow defining it as an administrative agreement.
