Absract. On the example of Tambov Governorate we analyze the state policy in the field of handicraft industry of the Russian Empire in the second half of the 19th - the early of the 20th century. We identify efficiency study of the state of handicraft industry by the government and
Tambov Govemorate district council. We can track the main flow collaborative activities of district councils and urban institutions on creation elementary vocational education system. We also consider the successfulness of All-Russian and govemorate handicraft exhibitions. Highlighted the importance of district councils mediating role in the adoption of state orders for the production of boots for the intendancy. Efficiency of work of a handicraft warehouse in the Tambov Govemorate is presented.
