Thus, the second decision seems as the most optimum. As it was already noted, the people become the most important actor in hybrid war. In one of its last reports IOM informs that they provide Yemen with humanitarian evacuation operations in Somalia, Djibouti, Ethiopia, Sudan - to the countries with no less difficult humanitarian situation. At the same time, development of Yemen is stopped. The concept of global citizenship assumes extensive cultural intervention to this country in education, medicine, financial sector. Western coalition should provide transition not for a local political regime but for citizens of the country, to give them the opportunity to study at the western universities and to use all benefits of liberal values.
Counteraction to war consists not in the invention of even more perfect mechanism of war but in elimination of a problem and reason of war. In this case several social and economic indicators do the MENA region as one of the most densely populated and poor with the prevailing share of city youth which is an important side of the conflicts. For this reason, global powers should divide accurately a military component of fight for influence and ensuring democracy, the rule of law and liberal values. Alignment of economic development of Yemen and Syria and other countries from MENA will promote de-escalation in the region.
