Abstract
Introduction. The process of setting a regional development strategy is different from the current processes in the activities of the region's executive and legislative authorities. In addition, other stakeholders (representatives of federal and municipal authorities, as well as representatives of profit-making and non-profit organizations) should be involved in this process, which requires a specific organization of work characteristic of project management.
The aim of the article. The article is aimed at considering issues related to setting a regional development strategy, as well as defining the stages of strategy development from the standpoint of the project approach.
Methods. When considering the project and process approach, methods of graphic and verbal modeling were used, as well as analysis and synthesis in structuring the stages of the project for setting a regional strategy.
Scientific novelty of the research: The specifics of project management in strategy development are shown, namely, the goal-setting of strategy developers requires involvement and coordination of positions, novelty and uniqueness of the strategy must be ensured, uncertainty of the development procedures and risk in obtaining the expected results are high, resources and time for developing the strategy are limited, insufficient developers' qualifications are compensated by consultants, who help to organize the process; there is a large repetition of the strategy development procedures, which, first and utmost, distinguishes project management from process management.
Results: The stages of the strategy development process are highlighted, each formulates the tasks of determining the individual elements of the strategy and the timing of the project.
Conclusions. The results of analyzing the procedures for a regional development strategy indicate that from the first to the last stage they correspond to such category as a project, considering their content and in terms of certainty of the strategy structure and repeatability of the stages incorporated in the methodological recommendations for developing a strategy correspond to the process management approach to setting a regional development strategy. Organizing the strategy development process is, in a way, a tool for implementing project management. Using the results will make it possible for the consultants and the strategic planning group, being participants in the strategy development process, to clarify the whole picture of the project in the strategic planning process in the region.
